Is Horse Slaughter something to be stopped, or something that needs to be adjusted to how it's done?

Alot of people say it needs to be stopped,but some say why not just adjust to how it's being done, so that the horses don't feel the pain when it's being done; . I'm not saying it's not wrong. Or that I wouldn't love to see it being outlawed. We need to think about the pros, and cons. What should we do? Or should we do nothing? I love horses, I own three of them
